I am assuming he/she is sitting in an outhouse.
Figure is made of cast metal and the block base is wood with bottom of felt.
Base is 4 x 2 x 2-3/4
Figure is 6" high on top of base.
Overall in VG condition with average handling.
No markings so origin is unknown.  Acquired at an estate auction in PA.
