He has just delivered $95,000 to Paymaster Major A.D. Robinson in Washington DC.
This document is dated Nov 11, 1863.
An enormous sum in 1863, which was intended for the pay of the 2 and 3 year volunteers.
Paulding was originally from Kingston NY, and eventually went to Minnesota and entered the newspaper business.
  He was involved in a banking scandal and was court martialed in 1866 for "mishandling" funds.
